Business Central's Expense Agent: Automating Employee Reimbursement End-to-End

Expense reports are the universally despised paperwork of corporate life. The employee hates filling them out. The manager hates approving them. The finance team hates processing them. And somehow, despite everyone hating every step, it takes two weeks and someone always loses a receipt.

Business Central’s Expense Agent — part of the 2026 Copilot & AI wave — targets this specific misery. It’s an AI agent that captures receipts, categorises expenses, checks them against company policy, and routes them for approval — all without a human typing a single line item.

Here’s the full picture: what it does, how it works, and what changes for your team.


The Full Expense Workflow, With the Agent

1. Receipt Capture — Photo or Email

The employee takes a photo of a restaurant receipt with their phone (via the Business Central mobile app or Teams), or forwards a hotel invoice from email to a monitored mailbox.

The Expense Agent:

  • Extracts the vendor name, date, amount, currency, and line items from the image or PDF
  • Suggests an expense category based on the vendor and amount (e.g., “Intercity Hotel Paris, €195” → Travel Accommodation)
  • Attaches the original receipt image to the expense line for audit

2. Policy Check — Before It Gets to Anyone’s Inbox

This is the real value. The agent checks each expense against your company’s configured policies before it enters the approval queue:

  • Per-diem limits (meals, hotels by country and city tier)
  • Mileage rates by vehicle type
  • Receipt requirements (e.g., “receipt required above €25”)
  • Duplicate detection (same amount, same vendor, same day → flagged)
  • Category restrictions (no alcohol on Project X, no first-class flights for non-director roles)

If an expense violates a policy, the agent doesn’t reject it — it flags it and explains why. The approver still decides. But the approver now sees the exceptions highlighted instead of hunting for them.

3. Approval — With Context

The employee submits with one tap. The manager gets a Teams notification with a summary card: “3 expenses, €347 total, 1 policy flag.” They can review, comment, or approve without opening Business Central.

4. Reimbursement

Once approved, the expense flows into the payment journal. The Finance team reviews exceptions (the flagged ones) and processes the reimbursement batch. Standard expenses that passed all policy checks can be auto-posted — configurable by company.


What Makes This Different From Expensify, Pleo, or Rydoo

You might be thinking: “We already use Expensify for this.” Fair point. But here’s where the Expense Agent differs:

The real difference isn’t features — Expensify and Pleo are mature products. The difference is architecture. When your expense data lives in the same database as your general ledger, you eliminate the sync, the mapping, the reconciliation, and the “why doesn’t this match” conversations at month-end.


Per-Diem Handling: The Complex Part Done Right

Per-diems are where most expense systems break. Austria has different meal rates than Romania. Berlin hotels have a higher cap than rural Bavaria. The employee spent 3 days in Paris and 2 in Lyon — different per-diem rates apply.

The Expense Agent handles this through BC’s travel allowance configuration:

  • Country × city tier × expense type (accommodation, meals, incidentals)
  • Multi-day trips with location-by-location rates
  • Partial-day calculations (arrival/departure day at 50%)
  • Receipt-required vs flat-rate configuration

For companies with frequent international travel, this alone can save hours per expense report.


Mileage Tracking

For employees who use personal vehicles for business travel, the agent:

  • Calculates distance based on route (linked to BC’s address data or employee-entered origin/destination)
  • Applies the correct mileage rate by vehicle type and country
  • Flags unusually high distances for review
  • Supports periodic mileage submissions (weekly, monthly) rather than per-trip for field sales teams

What It Doesn’t Do

Important boundaries:

  • No corporate card feed — The Expense Agent doesn’t ingest a direct bank feed of corporate card transactions. Employees still submit expenses; the agent processes the submission. (A future wave is expected to add card-feed ingestion.)
  • No automatic per-diem rate updates — You must update the per-diem rate tables when tax authorities change them. The agent uses the rates you configure.
  • Mobile app requirement — Receipt photo capture requires the BC mobile app or Teams. There’s no standalone Expense Agent app.
  • English-first but localised — The AI extraction works across languages, but the agent’s suggestions, narratives, and policy explanations are currently available in English, German, French, Spanish, Italian, and Dutch. Other languages are planned.

Setup Takes Less Than a Day

For most companies, the Expense Agent can be configured in an afternoon:

  1. Enable in Feature Management (2 minutes)
  2. Configure expense categories — map to G/L accounts and dimensions (30 minutes, assuming standard COA)
  3. Set up travel policies — per-diem rates, mileage, receipt thresholds (1–2 hours for first country, faster for additional countries)
  4. Configure the approval workflow — reuse purchase approval or create expense-specific (30 minutes)
  5. Train employees — send a 2-minute video on how to photo-receipt in the BC mobile app (2 minutes × N employees)

For companies with multi-country operations, add another hour per country for per-diem table population.


FAQ

Can the Expense Agent handle multiple currencies on one report?

Yes. An employee travelling across Switzerland (CHF), France (EUR), and the UK (GBP) can submit a mixed-currency report. The agent extracts each receipt’s currency, and BC applies the exchange rate from the currency table. The reimbursement posts in the employee’s local currency.

What if the AI miscategorises an expense?

The employee can override the suggested category before submitting, and the manager can override during approval. Each override trains the model — over time, miscategorisations decrease significantly.

Does it work for project-based expense allocation?

Yes. When an expense is tied to a project or job, the agent suggests the appropriate project and project task based on the employee’s current assignments. This is particularly useful for consulting, construction, and field-service businesses.

Can we enforce pre-approval for travel expenses?

The Expense Agent handles post-trip expense claims. For pre-trip approval, use BC’s existing Travel Requisition workflow, which can be configured as a prerequisite — the agent checks that an approved requisition exists before routing for payment.

How does VAT reclaim work for international expenses?

BC’s standard VAT handling applies. The agent assigns the VAT business posting group and product posting group from the employee’s configuration. For international expenses where VAT reclaim is possible (e.g., EU intra-community), the agent uses the correct reverse-charge logic based on country codes.
